Ph.D. in industrial engineering from the Universidad de Sevilla. His specialty is water desalination, specifically electrodialysis, reverse osmosis, and the combination with renewable energy. He has 20 years of experience, starting his professional activity as a researcher in the field of water treatment within the Instituto Tecnologico de Canarias (ITC) - Spain, where he has been working as Head of the Water Department since 2006.

His professional career is summarized in the leadership and coordination of R+D+I in European, national, and regional projects and contracts related to desalination using renewable energy. He has participated in technical-financial management, in the coordination of scientific tasks and development cooperation (V, VI, VII Framework Program, H2020, initiatives MEDA, INCOMED, ​​DGTREN, INTERREG, AZAHAR, PLAN NACIONAL...) related to the supply of drinking water (desalination and pumping) and energy to isolated areas.

Baltasar is the author and co-author of more than twenty scientific and technical publications related to water desalination and use of renewable energy, and he has participated in several books and patents as well. Extensive experience of applied research, as well as multiple presentations at high-level International Congresses and Seminars.

He is currently the Coordinator of the I+D+i DESAL+ LIVING LAB platform and member of the European Desalination Association.
